The UK voted in favour of this resolution in line with our strong commitment to the international rule of law: UK statement in the UN General Assembly

Explanation of vote by Ambassador James Kariuki, UK Deputy Permanent Representative to the UN, in the UN General Assembly meeting requesting an advisory opinion from the ICJ on Israel’s legal obligations to ensure the UN and international partners can provide Palestinian civilians can get basic, life-saving supplies.

The UK has voted in favour of this resolution in line with our strong commitment to the international rule of law. 

I underscore at the outset that this in no way detracts from the UK’s commitment to Israel’s security, or our commitment to negotiations between the parties towards a two-state solution.

President, as the occupying power in the Palestinian Territories, Israel has specific obligations to facilitate humanitarian access and basic services to the Palestinian people.  

Israel also has specific obligations towards the UN and its agencies. 

Article 105 of the UN Charter is clear that UN Member States have the obligation to ensure that the UN and its agencies shall enjoy such privileges and immunities as are necessary for the fulfilment of its purposes.

The catastrophic humanitarian situation in Gaza and wider instability and insecurity across the Occupied Palestinian Territories mean that the UN and international support to the Palestinian people is more important than ever. 

We have made clear that we expect the Israeli Government to abide by its international obligations. To facilitate rapid, safe and unhindered humanitarian assistance and the provision of sorely needed basic services to the civilian population.

President, a ceasefire, the release of the hostages now held for over 400 days, and urgent steps to address the humanitarian crisis, are more critical than ever.  

Every effort must be made to create the conditions for negotiations towards a two-state solution. To guarantee security and stability for both the Israeli and Palestinian people.
