Locations supporting pre-lodged customs controls in Northern Ireland

Before 1 January 2022

The border locations using the Goods Vehicle Movement Service to support pre-lodged Customs Controls are:

  • Belfast
  • Larne
  • Warrenpoint

From January 2022

The border locations using the Goods Vehicle Movement Service to support pre-lodged Customs Controls are:

  • Belfast (Stena Line only - all roll on roll off (RoRo) movements)
  • Larne (P&O only - all RoRo movements)
  • Warrenpoint (Seatruck, Cronus - all RoRo movements)

Locations supporting pre-lodged customs controls for movements into Great Britain from January 2022

From 1 January 2022

The border locations that will use the Goods Vehicle Movement Service to support pre-lodged customs controls for movements into Great Britain are:

  • Dover (Irish Ferries, P&O, DFDS all RoRo movements)
  • Eurotunnel (all RoRo movements)
  • Felixstowe (DFDS only - all RoRo movements)
  • Harwich (Stena Line only - all RoRo movements)
  • Hull (P&O only - all RoRo movements)
  • Immingham (DFDS - all RoRo movements)
  • Killingholme (Stena Line, CLdN - all RoRo movements)
  • Liverpool (CLdN only)
  • Newhaven (DFDS only - all RoRo movements)
  • Port of Tyne (DFDS only - all RoRo movements)
  • Poole (Brittany Ferries only - RoRo accompanied only)
  • Portsmouth (Brittany Ferries only - RoRo accompanied only)
  • Purfleet (CLdN - all RoRo movements)
  • Sheerness (DFDS only - all RoRo movements)
  • Teesport (P&O only - all RoRo movements)
  • Tilbury 2 (P&O only - all RoRo movements)

The locations for Dover, Eurotunnel, Liverpool, Newhaven and Sheerness are designated pre-lodgement locations where a Goods Movement Reference (GMR) is required in all circumstances.

All other locations listed are using temporary storage, which can use Goods Vehicle Movement Service to support movements of EU goods with pre-lodged declarations. This is an optional choice that can be offered by border locations and their carriers. For further information about which options are available at each location, check with your carrier.

The following locations will also use the Goods Vehicle Movement Service to support pre-lodged customs controls for movements into Great Britain:

  • Immingham (Stena Line - all RoRo movements), from 4 January 2022
  • Killingholme (DFDS - all RoRo movements), from 10 January 2022

The border locations that will use the Goods Vehicle Movement Service to support pre-lodged customs controls for movements out of Great Britain are:

  • Dover (Irish Ferries, P&O and DFDS all RoRo movements)
  • Eurotunnel (all RoRo movements)
  • Fishguard (Stena Line only - all RoRo movements)
  • Heysham (Stena Line, Seatrucks - all RoRo movements)
  • Holyhead (Irish Ferries, Stena Line - all RoRo movements)
  • Liverpool (P&O, Stena Line, Seatrucks, CLdN - all RoRo movements)
  • Newhaven (DFDS only, all RoRo movements)
  • Pembroke (Irish Ferries only - all RoRo movements)
  • Sheerness (DFDS only - all RoRo movements)

All these locations, except Newhaven and Sheerness, need your export declaration to be submitted as arrived.
