This guidance is for government officials and is currently under review. If you are developing or implementing policies that will regulate or deregulate business or civil society organisations, the guidance explains how you need to comply with the regulatory framework. It replaces the ‘Better regulation framework manual’, which may be referenced in other documents.

Update 10 October 2022: Extending the regulatory exemption threshold to medium sized businesses

We have published supplementary advice for government departments on extending the existing presumption in policy development of exemption from business regulations to businesses with between 50 and 499 employees (medium sized businesses) for:

  • future regulations
  • legislation being reviewed

We will provide separate guidance on how the new requirement should be considered as part of the Retained EU Law (REUL) review process, assuming Parliament passes the REUL Bill.

The presumption of exemption already applies to small and micro businesses with 0-49 employees (SMBs) - see the interim guidance on this page.
