Importing SPS controlled goods that interact with ALVS

Find out how to make sure that data entered into the Customs Declaration Service (CDS) is matched correctly with the Automatic Licence Verification System (ALVS).

WhenThis submittingguide importtells declarationsyou forhow sanitaryto andformat phytosanitary (SPS) controlled goods, the document identifier entered in data element (DE) 2/3 mustif accuratelyyou reflectare thedeclaring formatsanitary describedand inphytosanitary the(SPS) followingcontrolled guidance.goods.

ThisWhen willyou ensuresubmit your declaration, the Automatic Licence Verification System (ALVS) can will:

  • find the Defra pre-notification submitted on the Import of products, animals, food and feed system (IPAFFs).

    ALVS will then )

  • attempt to get a successful match on the:

    • CHED identifier (DE 2/3)
    • net weight (DE 6/1) or number of live animals (DE 6/2)
    • commodity code (DE 6/14 and DE 6/15)

Defra pre-notifications submitted on IPAFFS

AlthoughWhen submitting your pre-notification on IPAFFs, select the Common Health Entry Document (CHED-PP) ((Commonthat represents the product type you are importing.

For example, use the Common Health Entry Document)Document for horticultural and plant related products)products is(CHED-PP) availableif toyou useare onimporting:

  • horticultural IPAFFs,products
  • plants
  • plant-related theproducts

The corresponding document code C085 (CHEDCHED-PP-PP)) is not yet recognised in the Customs Declaration Service Tariff. DocumentOn codesyour N002customs (conformitydeclaration, certificate)use andthe document codecodes:

  • N002 (conformity certificate)
  • N851 (phytosanitary certificate) should continue to be used on the customs declaration for these product types.

For fruitall andtypes vegetableof and plants and plant-related products that have been pre-notified on a CHED-PP, but declared on the customs declaration under document code N002 or document code N851, the document identifier in DE 2/3 should be GBCHDyyyy.nnnnnnn.in Yyyy will be the yearformat ofGBCHDyyyy.nnnnnnn theif pre-notificationyou’re followeddeclaring: 

  • fruit by a dot and nnnnnnnvegetables, willusing bedocument thecode 7-digitN002 CHED(CHED-PP)
  • plants numberor generatedplant-related byproducts, IPAFFs.

    Thisusing document identifiercode formatN851 should also be used for:

      (CHED-PP)
    • live animalsanimals, when using document code C640 (CHED-A)
    • products of animal originorigin, when using document code N853 (CHED-P)
    • high-risk food not of animal originorigin, when using document code C678 (CHED-D)

    ForIn documentthis codeformat:

    If onyou’re IPAFFs,using ALVSdocument code C673 (IUU willCatch certificate), use the supportingdocument CHEDidentifier GBIUU.

    ALVS-P forwill datainform matching and capture the IUU decision (IUU OK, IUU N/A or IUU HOLD) recorded by Port Health inspectors in Box 42 of the CHED-P Part II to supply the IUU decision.II.

    ProvidingDocument document codes in DE 2/3 that are not required by the Customs Declaration Service Tariff system

    Customs Declaration Service Tariff validation will only accept any additional document codes if you have included all the relevant documentary requirements for any ‘all countries’ Prohibition and Restriction measures relevantwhich apply to theyour commoditygoods.

    You codewill havereceive beenan included.X00 ‘no match’ message if you:

    Any

    • declare additional ALVS document codes that have been declared in DE 2/3 thatwhich wereare not required by Tariff
    • have willnot bemade passeda to ALVS and cause an X00 ‘no match’ message being generated if there is no supporting Defra pre-notification

    Receipt of X00 ‘no match’ messages

    If ALVS generates an X00 ‘no match’ message, the submitter of the Customs Declaration Service declaration or Defra pre-notification will need to correct the data element advisedshown in the message as soon as possiblepossible. toIf avoidyou furthermade delay in customs clearance. If the error has been made on the IPAFFs pre-notification, you can either:

    • amend theyour existing pre-notification
    • delete theyour Defra pre-notification and submit a new pre-notificationone

    If theyou errorhave hasmade beenthe madeerror on the Customs Declaration ServiceService, declaration you can amend theyour declarationdeclaration. to ensure the data is aligned. If theyour software you use for the Customs Declaration Service does not haveallow anyou ‘amend’to function,amend youyour willdeclaration, you need to cancel your Customs Declaration Service declaration andbefore resubmit submitting a new declaration with the correct data.one.

    Once corrected, ALVS will re-run its datadata-matching matchingprocess. processIf and,the ifmismatch successful,has been corrected, it will provide a a decision notification to the Customs Declaration Service.

    If the mismatch ishas not corrected,been corrected:

    • ALVS iscannot unableprovide to a return an inspection decision notification to the Customs Declaration Service.Service
    • your Thiscustoms meansdeclaration thewill not be cleared

    ALVS can successfully apply data matching on:

    • multiple CHEDs declared on a single customs declaration may befor continuallyexample, heldwhere onracehorses need a separate CHED-A for each animal

    • a single CHED applied across several customs declarations for example where:

      • the CustomsCHED Declarationcovers Servicemore inthan a non-clearedsingle state.exporter or importer

      • the consignment is split between free circulation and a special procedure, such as customs warehousing

    ALVS iswill unablegenerate toan performX00 ‘no match’ on net weight when it receives your first customs declaration if your IPAFFs pre-notification covers:

    • a single CHED
    • more than one associated customs declaration

    ALVS will generate a successful datamatch matchingof wherethe net weight when it receives your final declaration for the CHED.

    ALVS cannot match data if there are multiple customs declarations associated to multiple CHEDsCHED.’s. InTo aavoid ‘manythis to many’ matching scenario,restriction, you willcan needuse tomultiple applyline foritems ato manualput releaseall bypre-notifications completingcovering the relevantsame manualexporter releaseand formimporter foron Customsthe Declarationsame Service declarations.declaration.

    ForIf fishyou relatedcannot imports,avoid coveredthis inmatching chaptersrestriction, 3you andwill 16need ofto theapply Tariff,for submittersa ofmanual Defrarelease.

    Importing pre-notificationscaught fish 

    If you import caught fish, you should pre-notify on IPAFFs both:the:

    • the products of animal origin (POAO) CHED-P
    • the IUU Catch certificate

    FailureIf you fail to do sothis, ALVS will resultgenerate in a no‘no matchmatch’.

    Importing horticultural products

    Horticultural products that fall under General Marketing Standards (GMS) are randomly selected for inspection.

    If Theyour submitterproducts ofare theselected customsfor declarationinspection, isyou notifiedwill byreceive a specific GMS ‘no match’ message. WhereYou selectedmust forthen:

    • make inspection, a GMS pre-notification will need to be made on IPAFFs
    • amend andyour the corresponding customs declaration amended to include the CHEDCHED-PP-PP details in DE 2/3 to enable ALVS to match successfully.

    Further checks

    CustomsCarriers Declarationmay Serviceneed messagingto servicestake willtheir notify the carrier where SPS consignments need to be taken to a designated Border Control Post (BCP)(BCP) onwhen arrivalthey arrive in the UK,UK. for a physical examination.

    Customs Declaration Service declarationsmessaging containingservices SPS controlled goods will nottell automaticallythe clearcarrier oncewhich ALVSBCP hasto returnedtake releasetheir decisionsconsignments ifto.

    When there are other non-ALVS relatedreturns checksa thatrelease stilldecision, needCustoms toand beBorder carriedForce out,may carry out additional checks, such as:

    • Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) checks
    • checks to resolve any outstanding accounting queries that need to be resolved

    The Customs Declarationdeclaration Service messaging services will notifyonly thebe submittercleared ofafter theany customsadditional declarationchecks ifare completed.
