Inclusive and responsive labour force participation in Ukraine: outcomes-based financing feasibility assessment

The FCDO intendsinvites to issue a call for proposals onby 2624 SeptemberOctober 2024 to assess the feasibility of outcomes-based financing instruments applied to support labour force participation of excluded and marginalised groups in Ukraine.

Summary

This short-term piece of work will be funded through the Foreign, Commonwealth & Development Office (FCDO) Pioneers Outcomes Fund.

Organisations are invited to register to join an early market engagement event on 24 September 2024.

We expect to issue the formal call for proposals invitation on 26 September 2024, with a deadline to apply by 24 October 2024.

An agreement would be signed with the successful bidder for up to £200,000 for the delivery of a detailed feasibility, presentation and dissemination by 31 March 2025.

What the fund will achieve

The primary objective of this project is to assess the feasibility and potential benefits of using innovative finance mechanisms, such as outcomes-based financing, to support inclusive and responsive labour force participation in Ukraine [footnote 1].

We would expect the feasibility assessment to cover:

  • overall benefits and risks of applying outcomes-based financing including, any barriers to using outcomes-based financing in this context, for example, regulatory issues, stakeholder appetite
  • potential beneficiaries, target outcomes and methods for verifying and costing outcomes
  • potential programme structures and partners, for example, employer organisations, donors, government agencies, social investors, social enterprises and humanitarian organisations supporting livelihoods and vocational training

Presentation and dissemination of the outputs would also be expected.

After the feasibility study is complete, the delivery partner would work with FCDO to share the study’s findings with relevant stakeholders including the Government of Ukraine, donors and private sector investors.

Requirements for organisations

Applicants will need to demonstrate understanding of Ukraine’s political and socio-economic context.context, Theyas willwell alsoas need to demonstrate experience of outcome-based financing mechanisms and how they can be applied to support employment and retention outcomes in fragile or conflict contexts.

TheWe FCDO can only sign agreements for this funding opportunity with not-for-profit organisations. For-profit organisations may be involved further down the delivery chain.

We welcome applications from consortiums if they have a not-for-profit lead.
