Charges for import and export for recovery and disposal from England have been updated. The charge for waste ships and offshore installations is now £9,334. Added that ship and offshore platform notifications are not eligible for a refund on a notification charge once the assessment has started. Charges for site pre-consent applications have been updated. The amendment charge has been updated for changes to notifications after acknowledgement transmission and consent.

In section 5 and 6 we have clarified that export charges are from England and import charges are to England by changing the charges sub heading; adding a link ‘charges also apply to’ above the table of charges; changing the table column headings for recovery and disposal charges.

Updated the ‘How to find out which controls apply’ section to say the controls that apply to exporting all waste electrical and electronic equipment (WEEE) will change on 1 January 2025. Linked to guidance on ‘Importing and exporting WEEE’.

Updated the order of the sections to be more intuitive. Updated references to ‘green list controls’ to be legally correct as ‘Article 18 (green list) controls’. Updated the guidance to reflect the new charge scheme including the section on waste shipments to include definition of a single shipment. Updated the fee tables to include new charges and banding structure. Included details of: new fees on Ships and offshore installations; fees for pre consenting; additional substance fees for mercury (when subject to the Mercury regulations), ODS, F-Gas and NORM containing wastes. Created new section for changes in notifications including the change fee and what changes may be possible. Added links to relevant regulations and added references to regulations. Added references to the other UK Regulators in Scotland, Wales and Northern Ireland.

Updated the section ‘Arrange a financial guarantee or insurance’ to give the requirements for financial guarantee providers that apply from 1 March 2024. Updated the following sections to better reflect legal requirements: ‘Receive a notification decision’, ‘Before the waste moves’, ‘When the waste moves’, ‘When the notification expires’.
