Detail of outcome
We received 128 responses to our consultation about the wider statutory review of the Renewable Transport Fuel Obligation (RTFO). The outcome contains:
the final part of the statutory review, including updated analysis
a summary of stakeholder responses to the call for evidence
our response on key issues
commitments to consult on policy areas in the future
The statutory review concludes that the RTFO continues to meet its objective to provide significant and growing greenhouse gas (GHG) savings across surface transport.
We have identified some key areas that need further consideration. We recognise that more clarity on these areas is important for industry. This means we will launch another consultation that will, at a minimum, include the following topics:
proposals for the future target trajectory – this will include options for increased targets
support for development fuels
broadening the RTFO to include fuels produced from nuclear energy to better align with the SAF Mandate
broadening the list of eligible non-road transports to include hydrogen fuel cell mobile generators
We also commit to a call for evidence on the eligibility of crops in the SAF Mandate and creating an expert working group to explore whether ethanol blending in petrol can be increased beyond E10 (10%) in the UK.
We will further develop our evidence base by holding workshops ahead of the consultation on the RTFO. We will continue to work closely with industry to ensure that low carbon fuels continue to decarbonise transport, helping to achieve net zero goals.
