Certification Logistics Module:Pilot: import requirements

Guidance on the import requirements for businesses participating businesses,in the pilot, including guidance for certifying officers.

This guidance is for businesses takingparticipating part in the Certification Logistics ModulePilot, (CLM)which andis Officiala Veterinariansmodule (OVs)of certifyingthe Accredited eligibleTrusted consignments. Trader Scheme.

The Certification Logistics ModulePilot simplifies the certification process for packaged animal products that move from a distributionconsolidation hub in the EU to Great Britain.

Participants can import eligible products intousing GB obtaining an export health certificate (EHC) issuedfrom at the point of origin of the goods (such as a manufacturing site). They do not need to obtainget certificationthe goods re-certified at thean EU distribution consolidation hub.

The following businesses are authorisedparticipating to participate in the scheme:pilot:

  • DFDS Logistics Limited
  • ECS European Containers
  • Lidl UK Trading Ltd
  • Nagel Group Ltd
  • Stef Langdons Ltd

Eligible goods

This schemepilot is only for medium-risk products of animal origin (POAO) for human consumption and medium-risk animal by-productsby-products. (ABP).They The goods must be packaged priorand tocertified official certification in the the EU and EFTA countries..

The schemepilot excludes high risk POAO and ABP. asCheck wellthe as High Risk Food not of Animal Origin (HRFNAO). You can check this link for animal product risk categories.

Document requirements

For eligible goods you must:

  • arrangeuse toan affix to the specific chosen level of unit, a unique Unit Level Identification (ULI) number, if you wish to split consignments at a distribution hub  
  • arrange to obtain an EHC from from the ‘pointpoint of origin’origin of the goods rather(rather than the point of final dispatchdispatch)
  • provideadd ULI numbers to the certifyingtrusted competent authority
  • make the ‘trusted trader declaration’declaration and include it with the EHC and your trusted trader reference number to your import notification (Chedon Part I) on IPAFFS

The health certificate requirements for goods imported under the schemepilot are similar to standardexisting (non-CLM) requirements. Your systems and procedures must allow for:

  • Consignee/importerproducts to be traced from the place they were originally processed or manufactured to their intended destination
  • Countryconsignments ofand originproducts to be verified at arrival
  • Placeproducts ofto be rejected, withdrawn, or recalled during intake, storage and dispatch

You must keep records that show you conduct internal audits to check you comply with the requirements of the pilot.

Food safety management requirements

You must:

  • Meansfollow hazard ofanalysis transportand critical control point procedures
  • Descriptionmaintain oflegal consignment/goodstemperature controls throughout the process from intake to dispatch for all products and rooms - this includes marshalling areas, as well as chillers and freezers
  • Entryhave point/Borderprocesses controlto postdistinguish between products which are eligible for CLP and products which are not, during storage

TradersProducts makingwhich pre-importare notificationsintended for sale in IPAFFSGreat forBritain CLMmust eligiblebe goodshygienically stored in dedicated areas.

The design and layout of the facilities must ensureallow thatfor anygood fieldsfood whichhygiene maypractices haveand beenprotect copiedagainst fromcontamination.

  • records EHC,which show your procedures and staff are correctedeffective and updatedcompetent
  • evidence withthat thestaff correctare informationtrained and supervised

Guidance for thatcertifying consignmentofficers

    Using unit-level identifiers (ULI)(ULI) for split consignments

    If the CLMthe CLP participant participant intends to split a certified consignment at the distribution hub, they must arrange for the required unit-level identifiers (ULI)(ULI) to be included in the health certification. 

    Official Veterinarians (OVs)(OVs) mustshould verify the application and use of of athis ULI on the units of the consignment. They are required to certify this in the same way as establishing compliance for other aspects of the certification.    certification.    

    The CLMThe CLP participant participant uses the ULIs to declare and record which units from the certified consignment are moving into Great Britain (GB). The GB competent authority uses these ULIs to trace and check parts of the certified consignment and that the imported goods are certified as compliant with GB import requirements.requirements.  

    The exact nature and format of the ULI is up to the CLMthe CLP participant participant and their suppliers but must be unique. They must be applied at the level that the goods will be divided at the distribution hub. For example, pallet-level ULIs,ULIs, if the goods will be divided at pallet level, or box-level identifiers if the goods are to be divided at a boxed level. The ULI must be readable without damaging the wrapping or packaging and must be affixed to the unit of choice.  

    Changes from 1 September 2025

    From 1 September 2025, OVs are required to verify the ULI information in the the EHC by by either:

    • adding ULIs to the certificatecertificate, (oror verifying them if entered by the applicant)

    • adding an official schedule (signed and stamped) to the certificate

    Adding unit-level identifiers to the certificate

    Adding schedules to certificates  

    If all of the identifiers for containers and ULIs cannot be inserted as ‘Container No’, a schedule to the the EHC should should be created, cross referenced and added as an official schedule to the certificate. certificate.    

    IfFor electronic certification, hosted and verifiable in TRACES NT, where a verifiable PDF EHC copy will accompany the consignment, the schedule should be uploaded in ‘Accompanying Documents’ (usually box I.17).

    Please note that a separate document cannot be insertedadded into the certificate as paginated pagespages. ofIt the certificate, it must therefore be formatted correctly, printed, signed in ink, and stamped with an official stamp.stamp Thenprior itto shoulduploading be  uploaded as an electronicadditional ‘additionaldocument document’ to the certificate  referenced in Part I.17 of the linked certificate.    certificate.   

    Competent authorities should not expect a formal GB template for this purpose. purpose. They should treat the information contained in the additional document as if it were an official schedule to the certificate. They are expected to certify the ULI information contained therein in the same way as if it was information entered directly into ‘Container No’ of Part I of the certificate.  certificate.
