This guidance tells HM Passport Office staff what parental responsibility is and why we need it for passport purposes.

Updated to tell examiners they must consider the child’s place of residence when considering parental responsibility for international applications, and the phrase ‘responsible parent’, shown in some UKVI records for children registered as British nationals, does not mean that person has parental responsibility for the child.
