The government is committed to reducing administrative burdens on charities of all income levels, and is committed to proportionate, effective regulation of the sector. The government has taken the consultation responses carefully into consideration, and intends to move forward with the majority of the recommendations made in the original consultation where one was made. Where no initial recommendation was made, we have come to a final decision based on analysis of the responses usually increasing in line with inflation, as was originally recommended in the Law Commission’s 2017 report ‘Technical Issues in Charity Law’. In some cases, the government has decided to increase the thresholds slightly above the level of inflation, where doing so is the most appropriate option (for example to simplify the number of thresholds by aligning with other thresholds). The consultation consisted of a public survey, which ran from 3 April to 12 June 2025. We received 137 responses from a range of individuals and organisations, and we are grateful to all respondents for their time and effort in setting out their views in response to the consultation.

Consultation description

The Law Commission’s 2017 report ‘Technical Issues in Charity Law’ recommended that the government periodically review all financial thresholds in the Charities Act 2011 (“the 2011 Act”) with a view to increasing them in line with inflation. The government accepted this recommendation, and committed to conducting a review at least every 10 years, subject to resources.

Reviewing the financial thresholds in charity law ensures that charities continue to be sufficiently transparent and accountable, helping the public to continue to trust that their donations to charities are being used effectively for the benefit of the public. The regulatory landscape must also be proportionate and reduce unnecessary administrative burdens on charities where possible, particularly for small organisations.
