The government response confirms that we intend to establish an effective economic regulatory framework for hydrogen pipeline networks through legislation, licences, and a new hydrogen network code.
This framework will aim to provide regulatory clarity, support investment, and ensure the safe and efficient operation of early hydrogen pipeline networks through:
- maintaining existing licence structures for primary and residual balancing
- assigning the role of System Operator to hydrogen transporters
- exempting hydrogen supply to premises from supplier licence requirements, keeping this under review as networks develop
- the development of a new hydrogen network code

Consultation description
This consultation sets out proposed changes to the economic regulatory framework to best suit the needs of 100% hydrogen pipeline networks, established under the Gas Act 1986. We are seeking:
- views on our proposed approach
- any further evidence to support decisions and subsequent implementation through legislation, licences, and codes
The economic regulatory framework is an important enabler for the low carbon hydrogen economy. Low carbon hydrogen can support the decarbonisation of dispatchable power, hard-to-electrify parts of the UK industrial sector and heavy transport, such as aviation and shipping.
The consultation is open to all, but of particular relevance to:
- hydrogen producers and users
- gas transporters and shippers
- storage operators
- project developers
- trade associations
- consumer champions
- academia
- policy think tanks
- prospective investors or investment bodies
