Local authorities are rated from 0 to 4 on their capability to make schemes that will support the objectives set out in the Cycling and Walking Investment Strategy.

The ratings focus primarily on 3 areas:

  • local leadership
  • plans
  • delivery record

This report publishes those ratings, sets out how they were developed and explains how they will be used.
