After you have sent an account registration application, the Environment Agency will review it. TheyThe Environment Agency will then send you confirmation that they have granted you a CHMM account.
The information you need to register
Gather all the information you need to register before you start. This will be explained on the registration page of the M-CHMM service.
For a group of companies, this will include details of the responsible undertaking, such as their address and company number.
If you want to access CHMM credits afterfollowing a heat pump installation, you must send the brandlicense holder names of your heat pumps toregistered chmm@environment-agency.gov.uk.with TheEnvironmentAgencymatchesthesebrandstothe relevantMicrogeneration licenceCertification holderScheme names(MCS) listedbytheapprovedcertificationscheme.Thiswillallowyouto receive CHMM creditschmm@environment-agency.gov.uk.
When registering, you need to name specific individuals for the following roles.
Registration lead
This is the person responsible for registering the undertaking or group of undertakings. This person should be directly employed by the responsible undertaking. They should have authorisation to manage compliance and engagement with the scheme. They can also manage the day to day activities with the CHMM.
Senior responsible officer (SRO)
This is the person in an organisation who will receive formal notices and legal correspondence. You can give a separate legal correspondence address. The SRO must be directly employed by the undertaking or the group of undertakings.
Additional users
You can add more users after you have created your CHMM account. These users may be consultants not directly employed by the undertaking or group of undertakings, but with the authority to act on your behalf. You’re responsible for managing users within your CHMM account.
You should have at least 2 users within your CHMM account.
User permissions
The M-CHMM IT system has user permissions, which allow the following actions to be limited to specific users within your organisation:
transferring credits to other organisations
setting an amount of low-carbon heat target to carry forward to the next scheme year (only applicable to scheme participants)
By default, users do not have permission to carry out these actions.
The functionality also allows certain users to be designated as ‘permissions managers’. A permissions manager can set which users on the organisation’s account have these permissions.
Users can only be set to become permissions managers by the Environment Agency. Contact chmm@environment-agency.gov.uk to request for users be made permissions managers.
Responsible undertaking for a group of undertakings
A scheme participant or near-threshold supplier may be part of a larger corporate group, known as a ‘group of undertakings’. The CHMM Regulations define a group of undertakings as 2 or more undertakings which are group undertakings in relation to each other (as defined in section 1161(5) of the Companies Act 2006).
A group may include one or more fossil fuel boiler manufacturers.
CHMM treats these as one body where the fossil fuel boiler data is added together (aggregated). In deciding the thresholds, we will use this aggregated data.
A group of undertakings that are either a scheme participant or near-threshold supplier will need to select a ‘responsible undertaking’ from within their group. When at least one undertaking in the group is set up within the UK, the responsible undertaking must be one of these UK-based undertakings.
The responsible undertaking manages the CHMM obligations for the group. They also receive and need to act on CHMM notices from the Environment Agency. But each member of the group must make sure the group follows the requirements of the scheme. The group members are jointly and severally liable for any penalties imposed on a member of the group.
Company structure changes
GroupScheme undertakingsparticipants and near-threshold suppliers must tell the Environment Agency about any change to the structure or membership of their group. They must do this within 28 days of the change.
All members of the group must ensure that the responsible undertaking is aware of any changes so they can inform the Environment Agency by the deadline.
They must include details of the change, with an explanation of how the group will divide its:

Depending on the change, this new separate company may have to register separately under the CHMM.
You can choose to register on the M-CHMM service if you’re a credit holder. You can do this if you want to have the option to transfer CHMM credits to scheme participants. You do not have to give all the same information as a scheme participant or near-threshold supplier.
