This HMPPS Policy Framework sets mandatory requirements that address the additional emotional, physical and practical needs of perinatal women and mothers in prison and how prisons support them. The policy is based on the principles of individual needs-led and multi-agency care planning, to ensure the appropriate support is in place.
The policy contains requirements applying to the three groups below in recognition of shared needs:
- Part A - pregnancy, birth, the post-natal period and other pregnancy outcomes
- Part B - Applying for and facilitating Mother and Baby Unit (MBU) placements (replacing PSI 49/2014 PI 63/2014 ‘Mother and Baby Units’)
- Part C – maternal separation from children up to the age of two, due to imprisonment
This policy is supported by operational guidance and a templates pack, containing best practice advice designed to aid implementation and the development of local policies.
The policy was developed following a fundamental review between July 2019 and June 2021. A wide range of stakeholders were consulted, including women with lived experience, the health sector, children’s social care sector, and voluntary sector. A summary of the review scope, consultation feedback and key reforms can be found on GOV.UK.
