Details

Highway authorities must follow this statutory guidance if they want to introduce, operate or vary a street works permit scheme. The guidance works with the conditions for street work permit schemes.

The guidance applies from 510 JanuaryApril 2026.2026 and reflects the Traffic Management Permit Scheme (England) (Amendment) Regulations 2026, which grant electric vehicle chargepoint operators access to street works permits on the same basis as statutory undertakers.

It also reflects the Street and Road Work Charges and Penalties Regulations 2025, which:

  • increased the level of fixed penalty notices for street works offences
  • extended overrun charges to weekends and bank holidays where works extend beyond the agreed duration
