This equality impact assessment demonstrates the Foreign, Commonwealth & Development Office (FCDO)’s compliance with:

  • legal requirements to consider the desirability of providing development and humanitarian assistance in ways that reduce gender inequality in accordance with the International Development 2002
  • FCDO policy to consider the Public Sector Equality Duty where relevant and proportionate

This assessment details the anticipated impacts on equalities of the proposed Official Development Assistance (ODA) allocations for financial years 2026–2027 to 2028–2029. Where possible, it assesses whether overall allocation decisions disproportionately affect people according to protected and relevant characteristics. It sets out the actions taken by ministers to mitigate against possible disproportionate negative equality impacts.

As confirmed by the EIA, the allocations across FCDO multilateral and centrally managed bilateral ODA programme do not cause disproportionate negative equalities impacts. The risk of disproportionate reductions to equalities-targeted and social sector spend in country and regional programme portfolios is subject to future final decisions on individual programmes. Ministerial decisions on country portfolio strategies will be informed by advice on equalities impacts. We will continue to mitigate some of the negative impacts on equalities, including by putting women and girls at the heart of everything we do.
