Independent Inquiry into Grooming Gangs: draft terms of reference

The Independent Inquiry into Grooming Gangs washas established inbeen established in response to recommendation 2 of Baroness Louise Casey’s National Audit on Group-based Child Sexual Exploitation and Abuse published in June 2025. 

On 9 December the Home Secretary published the draft terms of reference for the inquiry.

The finalThe Chair will consult on the draft terms of reference haveand nowwill beenprovide more information in January. The final terms of reference will be agreed with the Home Secretary.Secretary and published by March 2026, when the inquiry will be formally established.
