Large Load Controllers: Tier 1 Cyber Assessment Framework and associated guidance

This consultation seeks views on the proposed Cyber Assessment Framework (CAF) profile for large load controllers in the electricity system, and accompanying draft guidance.

The proposals are part of the Smart Secure Electricity Systems Programme and support planned legislative changes under the Cyber Security and Resilience Bill, which will bring relevant load controllers into scope of the Network and Information Systems Regulations 2018.

The CAF profile is intended to provide a proportionate and consistent approach for managing cyber risks associated with remote electricity load control, given the essential role these organisations play in the operation and security of the electricity system.

The consultation invites feedback from industry and other stakeholders on the proportionality, feasibility and potential costs of the proposed requirements, to help ensure the approach is practical and effective. Subject to implementation, organisations in scope would be assured against these requirements by Ofgem following a transition period.
