This call for evidence sought views on the role of Corporate Power Purchase Agreements (CPPAs) in Great Britain (GB) and how the market could be developed to support business competitiveness, energy security and investment in low-carbon electricity generation.

Specifically, it invited views on:

  • the attractiveness of CPPAs for industrial and commercial electricity consumers
  • the extent to which CPPAs can support the development of new electricity generation capacity
  • actions government could take to support growth in the GB CPPA market
  • best-practice approaches from comparable international markets

The call for evidence ran from 9 January 2026 to 6 March 2026 and received 125 responses from a broad range of stakeholders, including:

  • electricity buyers
  • generators
  • suppliers
  • traders
  • advisers
  • representative bodies

This call for evidence seeks views on how to develop and improve the Corporate Power Purchase Agreement (CPPA) market in Great Britain. It aims to identify barriers and opportunities for businesses to secure stable, competitively priced electricity through CPPAs, supporting industrial competitiveness and driving growth.

Responses are invited from organisations and individuals with an interest in the CPPA market, particularly:

  • companies that use significant amounts of electricity
  • electricity generators and developers
  • investors and funders of energy infrastructure
  • electricity suppliers, traders and intermediaries
