The Pension Schemes Bill contains the government’s package of legislative reforms to ensure Defined Contribution (DC) and Defined Benefit (DB) pension schemes are delivering outcomes for members and supporting growth. The package will ensure the creation of around 20 megafunds across DC and the Local Government Pension Scheme (LGPS). Alongside this, measures announced at the Kings Speech will ensure these schemes deliver value for members, consolidate members dormant small pots and deliver savers a retirement solution not just a savings pot. Across DB pensions, measures will enable trustees to access surplus funding more flexibly for the benefit of DB members, employers and the economy and set out a permanent regime for Superfunds.
This Roadmap accompanies the Bill and sets out the government’s overarching aims for reform as well as the sequencing and timing of the implementation of the legislative package. This is indicative at this stage but provides pension schemes and providers with a sense of the direction over the coming five years allowing the ecosystem as a whole to understand the government’s sequencing and plan for the future.
