As part of the preparation for redetermination of the Holocaust Memorial and Learning Centre planning application, updated documents from the applicant, including updates to the Environmental Statement, are now made publicly available on this page, alongside details of how to make representations on the available information.
Background information
1. This called-in application was granted permission by the then Housing and Planning Minister on 29 July 2021. This decision was quashed by the High Court on 8 April 2022. The Holocaust Memorial Act 2026 came into effect on 22 March 2026.
2. The application will now be redetermined by the Parliamentary Under Secretary of State for Building Safety, Fire and Democracy, Samantha Dixon MBE MP.
Documents
Environmental Statement addendum documents
3. As part of the preparation for redetermination, the Planning Casework Unit has received documents from the applicant, including updates to the Environmental Statement. These Environmental Statement addendum documents are now made publicly available here. These are items 1 to 4 in the schedule of documents at Annex A.
4. Under regulation 25 of The Town and Country Planning (Environmental Impact Assessment) Regulations 2017, the Environmental Statement addendum documents are being made available for a minimum of 30 days from the publication of a newspaper notice (see paragraph 5).
5. A notice about the publicisation of the Environmental Statement addendum documents will be published in the Fulham Gazette on 22 July 2026 (available at the Public Notice Portal), also stating that copies of the Environmental Statement addendum documents are available for inspection at:

Parties should contact Emma Cox (planningappeals@westminster.gov.uk) to make arrangements to view the documents. A copy of this information may be inspected by members of the public at all reasonable hours, and will be available at least until the close of the 30-day period. A limited number of copies will also be available to take away.
6. A link to the Environmental Statement addendum documents will also be shared with those parties who received copies of the original Environmental Statement (see list provided by Westminster City Council at Annex B).
Updated and additional planning documents
7. The applicant has also provided new and updated plans and documents to be considered as part of the redetermination, including a Security Note with accompanying security consultee responses. These are items 5 to 13 in the appended schedule.
8. The applicant has stated that the Security Note is provided to demonstrate the ongoing consultation with stakeholders as a result of an undertaking to the House of Lords Select Committee during the passage of the Holocaust Memorial Act 2026.
9. The security consultee responses do not include the response from the National Protective Security Authority (NPSA), which formed part of the set of documents submitted by the applicant. It has not been made public at the NPSA and applicant’s request, as it contains sensitive security information. This is in line with arrangements at the 2021 inquiry, as well as guidance on Sensitive Information in Planning Applications (see planning guidance, paragraphs 035 to 041).
How to make representations
10. Anyone wishing to make representations about the Environmental Statement addendum documents should make them in writing to the decision-making minister, Samantha Dixon MBE MP, via the Planning Casework Unit at PCC@communities.gov.uk. Comments should be submitted by 30 August 2026.
11. Comments on the updated and additional planning documents, should also be sent to PCC@communities.gov.uk. It would be helpful if they could be made to the same timescale; however, representations on the case may be made at any point before the final decision issues.
Next steps
12. Following this publicisation process, a letter will be sent under Rule 19 of The Town and Country Planning (Inquiries Procedure) (England) Rules 2000 to those who were entitled to appear at the Inquiry under Rule 11(1) of the rules and did so appear, as well as a number of additional interested parties. These include the Corporate Officers of the Houses of Commons and Lords. These parties will be invited to make representations on any matters of fact and policy which may have changed since the original decision. They will also be asked for their views on the redetermination method, prior to a decision being taken on this.
13. The timetable for the final decision will depend on the method of redetermination. If redetermination proceeds on the papers, the date will be set as the same time as notification of the procedure. If the inquiry is reopened, a decision date will be set when the Inspector’s Report is submitted to the department.
Handling
14. Special handling arrangements are in place for this case to maintain separation between the applicant side (the Secretary of State and officials supporting him), and the decision-making side (the decision-making minister, and officials supporting her).
