Time-limited relief from the Community Infrastructure Levy in London

Consultation description
This consultation seeks views on the proposed regulations amending the Community Infrastructure Levy (CIL) Regulations 2010 (as amended) to introduce a new, time-limited relief from borough level CIL for qualifying developments in Greater London.
The proposed relief was announced as part of the Homes for London emergency package in October 2025.
The government ran a consultation on support for housebuilding in London from November 2025 and responded to it in March 2026.
Update
Our attention was drawn to an error in the proposed statutory instrument as published on 16 July 2026. This error has now been corrected.
54E(1)(f) previously stated that “where the Mayor of London has provided grant funding in relation to the affordable housing comprised in the total development, at least 10% of the affordable housing is not grant funded.”
This has been updated to: “where the Mayor of London has provided grant funding in relation to the affordable housing comprised in the total development, at least 10% of the housing units comprised in the total development (to satisfy the affordable housing condition) is not grant funded.”
The following subsections of the consultation document have also been updated to reflect this correction: “Development which will provide at least 20 per cent affordable housing” and “Clawback provision”.
