How to create a packaging data file for extended producer responsibility (EPR) for packaging – includes examples, a tool to set up your file, and a specification for the correct codes to use.
How to report packaging data
This guide helps you with creating and completing the packaging data file you’ll need when you use the Report packaging data service. You can report the data yourself or, if you use a compliance scheme, they will do this for you.
Examples of packaging data files
These are example files for 2026 data, setting out how a completed packaging data file should look.
H1, H2 and P0 refer to the time period codes for 2026, but the example files are also helpful if you’re reporting 2025 data.
You can check if you’re a small or large producer.

File generator tool to help structure your file
This is a tool that contains built-in validation rules to help you create a comma-separated values (CSV) file that you can upload to the ‘Reporting packaging data’ service.
You do not have to use the file generator. You can use it to check files that you’ve created yourself.
The generator file is set up with:
- instructions – tab 1
- enter your data – tab 2
- outputs – tab 3
As you enter your data in tab 2, the file will generate a pre-validated set of outputs in tab 3, ready for you to save tab 3 as a CSV file and upload to the service.

The following guidance explains what data you must report:
You can check if you’re a large or small producer.
File specification: how to structure your packaging data file
Use the file generator tool or, if you’re starting with a blank spreadsheet, set up columns for each of the categories numbered 1 to 15 in Table 1a (for large producers) or Table 1b (for small producers).
Start your data on the first row following the header row. Do not include blank rows because this would cause a validation error.
Add a new row of data for each packaging activity and each type of packaging you need to report.
For example:

The next sections list the different fields that you can report on for each category of data.
There is a code for most fields. Always use the relevant codes in your data submission. Do not use the field names.

The period covered by the packaging data you’re reporting.

Packaging type codes
You must break your data down into the relevant packaging types.
Read detailed descriptions of each packaging type in the Check what to report for EPR for packaging guide.

For each packaging type you report on, you’ll need to break it down into other categories, including packaging class, material, weight and quantity.
Packaging class codes
Packaging class provides more information about the type of packaging – for example, whether it is primary, secondary, shipment or tertiary.

Report the weight of the individual materials used in the packaging you have supplied. You must report each material type separately.

Packaging material subtypes for plastic (large producers only)
If you report the packaging material as PL (plastic), you must enter ‘Rigid’ or ‘Flexible’ in the packaging material subtype field. This only applies to household (HH) or commonly ends up in public bins (PB) packaging types. Only large producers report plastic packaging subtypes.
Enter ‘Rigid’ or ‘Flexible’ with an initial capital letter – if the ‘r’ or the ‘f’ is lower case it will cause an error.

Packaging material subtypes for ‘Other’ (small and large producers)
If you report the packaging material as OT (other), enter the name of the material you used in free text in the packaging material subtype field. There are no codes for material subtypes. Do not use any special characters.

Reporting rules for the different packaging types (large producers only)
Data requirements vary depending on which packaging type you are reporting on. The following tables provide specific instructions on how to populate the required fields for each packaging type.
These ‘reporting rules’ tables follow the same structure as Table 1b: Packaging data file structure for large producers.
Large producers can use all applicable packaging types, except SP (small organisation packaging – all).
Household packaging rules (large producers only)
Provide this data for each packaging activity you report on. Report the total weight of each packaging material.

Self-managed consumer waste rules (large producers only)
Report the total weight of each packaging material on one row, and any transfers on separate rows.
To report self-managed consumer waste collection, place the value indicating nation of collection in column 10 (J) and leave column 11 (K) empty.
To report self-managed consumer waste transfer, place the value indicating nation of collection in column 10 (J) and the value indicating nation where the waste is being transferred to in column 11 (K).
Transfers are part of the total weight, not additions to it – if you produced 5,000 tonnes in total and transferred 1,000 tonnes of this to another country, you would not enter 4000 tonnes on one row and 1000 on another. You would enter 5000 and 1000 on the 2 rows.
The system will work out the difference between what was collected and what was transferred (to identify waste collected and not transferred).
Examples
If you want to indicate collection of waste without any transfer, then column 10 (J) must have a nation value and column 11 (K) must be empty. Column 8 (H) will tell you what material it is and column 12 (L) will indicate how much it was. All these must be on one row.
If you want to indicate collection of waste and some (or all) of it is transferred, then column 10 (J) must have a nation value and column 11 (K) must have a different nation to column 10 (J). Column 8 (H) will tell you what material it is, and column 12 (L) will indicate how much it was. All these must be on one row.

To report self-managed organisation waste collection, place the value indicating nation of collection in column 10 (J) and leave column 11 (K) empty.
To report self-managed organisation waste transfer, place the value indicating nation of collection in column 10 (J) and the value indicating nation where the waste is being transferred to in column 11 (K).
Transfers are part of the total weight, not additions to it – if you produced 5,000 tonnes in total and transferred 1,000 tonnes of this to another country, you would not enter 4000 tonnes on one row and 1000 on another. You would enter 5000 and 1000 on the 2 rows.
The system will work out the difference between what was collected and what was transferred (to identify waste collected and not transferred).
Examples
If you want to indicate collection of waste without any transfer, then column 10 (J) must have a nation value and column 11 (K) must be empty. Column 8 (H) will tell you what material it is and column 12 (L) will indicate how much it was. All these must be on one row.
If you want to indicate collection of waste and some (or all) of it is transferred, then column 10 (J) must have a nation value and column 11 (K) must have a different nation to column 10 (J). Column 8 (H) will tell you what material it is, and column 12 (L) will indicate how much it was. All these must be on one row.

Household drink container rules
Drink containers should hold 150ml to 3 litres of liquid and be of steel, aluminium, plastic and glass material types only. This includes containers supplied in multipacks.
HDC rules for large producers only
If you supply or import single-use drink containers, report it under this packaging type if it also meets the definition of household packaging.
All drink containers should be reported as HDC (household drink containers) unless you have the necessary evidence that they are non-household packaging.
HDC rules for small producers only
If you are a small producer, table 1b contains all the information you need. Table 9g confirms you must report all drink containers as HDC (household drink containers).

Save and upload your packaging data file
When your file is complete, do a final save of the file using ‘Save as’. You must save it in the CSV format. The file generator has instructions about how to save the file.
To upload your completed packaging data file, you’ll need to have an account with the Report packaging data service.
If you need to provide extra data, replace the previously uploaded file with a new version.
The data you report must be as accurate as reasonably possible.
Deadlines for reporting packaging data
Separate guidance explains the reporting periods and deadlines for reporting packaging data.
If you have not reported your data by the appropriate deadline, contact your environmental regulator.
