Seventh UK National Action Plan for Open Government: call for evidence

The initial outreach phase for the development of the Seventh National Action Plan for Open Government (NAP7) involved a public call for evidence and internal government engagement.  These were analysed together to assess the potential for government and civil society to co-create for each theme.  The initial recommendations are:

• Two themes on ‘maximising the impact of public participation’ and ‘public participation in rule of law’ could move to immediate co-creation.
• Two themes on ‘open justice’ and ‘open contracting’ have strong potential but need to further build capability before entering co-creation at a later date.
• Five themes around anti-corruption and illicit finance, aid transparency, democratic participation, access to information and digital governance, and local transparency have some potential but need to be explored further.
• Seven other themes are not currently recommended for moving towards co-creation due to insufficient evidence of government and/or civil society capability for co-creation at this time.

These recommendations were considered at a meeting of the UK Multi-Stakeholder Forum for Open Government on 8th July 2026.  Following this meeting, participation in NAP7 will either focus on improving readiness to collaborate for those themes that are not yet ready, or agreed themes will move to the co-creation of commitments.
