The Hampshire Avon Diffuse Water Pollution Plan (HA-DWPP) aims to achieve a 47% reduction in phosphorus loading compared with 2009 levels, helping to restore water quality, protect wildlife, and support sustainable growth and farming.
The plan identifies agriculture and urban land as the largest sources of diffuse phosphorus pollution and introduces sector-specific and, in turn, landholding emission limits to reduce nutrient losses to a sustainable level by 2033. Land managers are encouraged to use nutrient management planning and assessment tools to monitor and minimise phosphorus and nitrate losses while maintaining compliance with existing environmental regulations. Water companies and other permitted dischargers are also expected to deliver further reductions through treatment upgrades and permit reviews.
By promoting farm efficiency, sustainable land management, and regulatory compliance, and targeted investment, the plan seeks to deliver long-term improvements in river health and secure the future of the Hampshire Avon for people, wildlife, and businesses.
